Frequency is the number of sessions a service will be provided during a particular time period e. This must be stated in the IEP in a manner that is appropriate to the type of service being provided.
Frequency can be stated, for example, as the number of times per day, week or month that a service will be provided. Duration is the amount of time within a time period that a service will be provided. Duration can be stated, for example, as the number of minutes per session or per week e. The determination of location for the special education services may influence decisions about the nature and amount of these services and when they should be provided.
For example, an appropriate location for the related service of occupational therapy may be the English class during which the student may have opportunities for writing activities. For preschool students, if the recommendation is for one or more related services or itinerant services, the IEP must indicate the child care location arranged by the parent or other site at which each service will be provided.
The location must also indicate where, within that site, the services will be provided e. Complementing the curricular programs are houseparent services, diagnostic services, guidance and counselling, recreation and social activities. In the Conference on Special Needs Education held in Salamanca Spain, the participants reaffirmed the right to education of every individual to education as enshrined in the Universal Declaration of Human Rights.

With these declarations and the urgency of the needs for early intervention, the Department of Education adopted the policy of inclusive education in A Handbook on Inclusive Education was issued as the main reference and guide to the practice of inclusive education.
National, regional and division-wide training on inclusive education were conducted to promote the concept of inclusive education. What is inclusive Education? Inclusion describes the process by which a school accepts children with special needs for enrolment in regular classes where they can learn side by side with their peers.
The school organizes its special education program and includes a special education teacher in its faculty. The school provides the mainstream where the regular teahcers and special education teachers organize and implement appropriate programs for both special and regular students.
Inclusion means implementing and maintaining warm and accepting classroom communities that embrace and respect diversity or differences. Teachers and students take active steps to understand individual differences and create an atmosphere of respect. Inclusion implements a multilevel, multimodality curriculum. This means that special needs students follow an adopted curriculum and use special devices and materials to learn at a suitable pace.
